China to issue coal chemical layout optimization plan
BEIJING, Apr. 9 (Xinhua) -- China's top economic planner the National Development and Reform Commission (NDRC) would issue a plan to optimize layout of coal chemical projects this year, said Cao Chuanzhen, an official with the NDRC on Thursday.
Speaking at the 2015 Petrochemical Industry Development Conference, Cao said the principles of industrial concentration, high-efficiency, technological innovation and recycling economy would be adopted.
The optimization plan is tasked to speed up demonstration of modern coal chemical projects, build coal chemical bases, develop coal-rich areas, transform resource-based cities, support air pollution treatment, upgrade traditional coal chemical projects, develop recycling economy, use carbon dioxide, help coal chemical players to go global and prompt localization of equipment.
Coal chemical bases would be located in west Inner Mongolia, east Inner Mongolia, north Junngar, Yili of Xinjiang, east Ningxia, north Shaanxi, north Shanxi and other areas, according to Cao.
Some coal chemical projects could be built in coal rich areas like Yunnan, Guizhou and other areas.
Cao said compiling of the plan has not been started and would be based on research results by the China National Petroleum and Chemical Planning Institute
The NDRC issued a layout optimization plan for refining, ethylene and aromatic projects in 2014. An implementation plan in this regard would be released by the NDRC soon in cooperation with other departments. (Contributed by Liu Yanan, Zhu Zhu, firstname.lastname@example.org)
