China opens major water conservancy projects to social capitals
BEIJING, Mar. 30 (Xinhua) -- China opened the construction and operation of major water conservancy projects to social capitals, according to a document jointly issued by the National Development and Reform Commission, the Ministry of Finance and the Ministry of Water Resources.
The document is the Implementation Suggestions on Encouraging and Guiding Social Capitals to Participate in Construction and Operation of Major Water Conservancy Projects.
The document said priority should be given to social capitals when choosing investment partners to participate in the construction and operation of major water conservancy projects.
But the construction and operation of comprehensive water conservancy hubs and water supply and drainage pipeline networks for large cities should be controlled by Chinese shareholders, it added.
The document also said China would build and complete the public-private-partnership mechanism, encourage social capitals to invest in major water conservancy projects by different ways, and give favorable policies and supporting measures to social capitals in terms of governmental investment guidance, financial subsidy, pricing mechanism, policy finance and water rights system reform.
